Wie transformierst du HR, ohne unterwegs die Menschen zu verlieren, Imke Mahner?

In dieser Episode des SAATKORN Podcasts spreche ich mit Imke Mahner, Chief People & Culture Officer Germany and Europe bei Hays. Imke bewegt sich ihre gesamte Karriere lang an der Schnittstelle zwischen People und Business – von Arbeits- und Organisationspsychologie über Accenture und die Avis Budget Group bis hin zu Hays. Und dort steckt sie gerade mittendrin in einer ziemlich umfassenden Transformation: People & Culture entwickelt sich von einem stark dezentralen Setup hin zu einem deutlich stärker integrierten Operating Model für Europa. Verantwortlichkeiten werden neu sortiert, Aufgaben zentralisiert, wo es sinnvoll ist, und gleichzeitig muss lokale Expertise erhalten bleiben. Ein Satz von Imke ist mir dabei besonders hängen geblieben: „Wir stehen gerade da mit signifikant weniger Headcount und haben mehr Arbeit.“ – Dieser Satz bringt das Dilemma vieler Transformationen ziemlich gut auf den Punkt: Auf dem Papier kann das neue Operating Model perfekt aussehen – aber bis es tatsächlich funktioniert, braucht es Zeit, Vertrauen, Geduld und vor allem ein starkes Team.

🌍 Zentralisieren – aber bitte nicht alles über einen Kamm scheren

Raus aus den Ländersilos und hin zu einer stärkeren europäischen People-&-Culture-Organisation: Imke erklärt, warum die 80/20-Regel dabei so wichtig ist und weshalb ein HR-Ansatz, der für Deutschland oder Frankreich funktioniert, für ein Land mit 20 Mitarbeitenden komplett überdimensioniert sein kann.

COEs definieren, Verantwortlichkeiten verteilen und entscheiden, was global, regional oder lokal organisiert wird, ist die eine Sache – Menschen mitzunehmen, Vertrauen aufzubauen und das neue Modell tatsächlich zum Leben zu bringen, ist die deutlich größere Herausforderung.

💻 Ohne HR Tech keine echte Skalierung

Sieben Systeme, Excel-Listen und keine Daten auf Knopfdruck: Imke spricht sehr offen darüber, warum die Harmonisierung der HR-Tech-Landschaft eine der großen Baustellen bleibt – und weshalb People Analytics, Shared Services und effiziente HR-Prozesse ohne eine gemeinsame technologische Basis nur schwer skalieren können.

Throughout her entire career, Imke has operated at the intersection of people and business—from industrial and organizational psychology to Accenture and the Avis Budget Group, and now to Hays. And right now, she’s in the thick of a pretty comprehensive transformation: People & Culture is evolving from a highly decentralized setup to a much more integrated operating model for Europe. Responsibilities are being realigned, tasks centralized where it makes sense, and at the same time, local expertise must be preserved. One of Imke’s statements really stuck with me: “We’re currently operating with significantly fewer staff and have more work to do.” – This statement sums up the dilemma of many transformations quite well: On paper, the new operating model may look perfect—but until it actually works, it takes time, trust, patience, and, above all, a strong team.

Moving away from country silos toward a stronger European People & Culture organization: Imke explains why the 80/20 rule is so important here and why an HR approach that works for Germany or France can be completely oversized for a country with just 20 employees.

🔄 The real work begins after the operating model is in place

Defining COEs, assigning responsibilities, and deciding what to organize globally, regionally, or locally is one thing—but getting people on board, building trust, and actually bringing the new model to life is the much bigger challenge.

💻 No True Scaling Without HR Tech

Seven systems, Excel spreadsheets, and no data at the click of a button: Imke speaks very openly about why harmonizing the HR tech landscape remains one of the major areas needing improvement—and why people analytics, shared services, and efficient HR processes can be difficult to scale without a common technological foundation.
